Chicagoland and downstate are not the same quote
Four things move an Illinois price, and the first one is geography in the administrative sense rather than the weather sense.
Which side of the review you are on
Chicago and the collar-county municipalities run thorough plan review, and a stamped, certified drawing is part of the submission rather than an option. Downstate, a rural county may ask for far less. Same building, different paperwork and different cost.
Clear span
Downstate this is the whole conversation. The width you can cross without a post is the most expensive property of a farm building and the one thing you cannot add later — buy it for the equipment you will own, not the one in the shed today.
Snow load and wind together
Illinois asks for both. A certified building is engineered to the figures your jurisdiction enforces, and on open prairie the wind number does as much to the anchoring as the snow number does to the roof.
The slab is not ours
We do not pour concrete or do foundation work. Illinois frost depth and heavy clay both matter to a pad, and in the Chicago suburbs the pad often needs its own permit — price it locally before you order.
Prairie wind, lake snow, and the freeze
Illinois runs almost 400 miles north to south. The winter gets shorter as you go down it, but the wind never really stops.
Chicagoland and the collar counties
Lake-effect snow on top of an ordinary snow load, small lots, and the most demanding review in the state. Most orders here are enclosed and setback-constrained, and the intermodal yards south of the city pull warehouse work alongside them.
Central Illinois
Grain country, flat and open. Wind has nothing to slow it down, so anchoring matters as much as gauge, and the buildings that sell are equipment barns and clear-span storage sized to a combine rather than a car.
Southern Illinois
Milder winters, more hills, and smaller holdings. Snow load eases off going south, which usually means the same footprint costs less down here than it does in the north of the state.

Chicago and the collar counties
Chicago runs its own code and its own review, and the suburban municipalities each permit for themselves. Expect plan review, expect setbacks and lot coverage to be examined closely, and expect a stamped drawing to be required.

Downstate county and township land
The county building office is usually the authority and requirements vary widely between them. Some rural counties ask very little; drainage districts and floodplain rules along the rivers can matter more than the building code does.
